The New Haven City Court was established by the New Haven City Council through City Ordinance G-98-17 on October 27, 1998. This Ordinance established the Office of New Haven City Court effective January 1, 2000 per the guidelines of Indiana Code 33-10.1-1-3. This action then lead to the Office of "City Court Judge" being added to the ballot in the Primary & General Election in 1999. This election was won by the City of New Haven's former Police Chief, Geoff L. Robison. Judge Robison took Office on January 1, 2000 as the City of New Haven's first Judge.
The New Haven City Court's charter budget also included the position of New Haven City Court Clerk. Judge Robison appointed Mrs. Andrea Ladig to this position, also effective January 1, 2000.
The New Haven City Court, as well as all City & Town Courts throughout the State of Indiana has county wide jurisdiction over misdemeanor crimes, civil disputes, infraction violations, and violations of New Haven's Municipal Code.
In the first year of operation of the New Haven City Court, the Staff processed over 6000 individual filings. These filings consisted primarily of traffic infractions, and City Code violations filed by the Indiana State Police, the New Haven Police Department, the Allen County Sheriff's Department, the Norfolk Southern Railroad Police Department, the Indiana State Department of Natural Resources Enforcement Division, and the Indiana State Excise Police.
Judge Robison implemented a variety of Court Programs in his first year of tenure. They include the establishment of a night court to accommodate school-aged violators & their working parents. An Infraction Deferral Program designed to offer first time violators, and violators that have otherwise good driving records an opportunity have their cases deferred for good behavior.
The Operation LifeSaver Educational Program is mandated for each violator convicted of committing violations at railway crossings. Future programs being planned for the Court include a tobacco educational program designed to be mandated to violators of the Indiana Code for possession of tobacco products by a minor.
